The master plan called for a vibrant landmark scheme which would not only accommodate Blackpool’s ambition for a new conference centre, casinos and five star hotel; but also create a world class, ’other-worldly’ public realm which would provide a stage for a new programme of activities and entertainment in the resort to transform its fading image.

Building on the town’s historic past and its location by the sea with its bracing weather, the master plan disposes a series of ’pebbles along a beach’ as a motif for the colourful resort; the pebbles being the main casino buildings and entertainment venues, and the beach being represented by a linked swathe of public spaces both indoor and outdoor. The design promoted a group of tall iconic structures to complement the famous Tower, and create a new skyline for a renewed Blackpool.
