This dynamic master plan had a number of key objectives: firstly, to allow a well planned extension
of the City for around thirty thousand people together with a commensurate extension of the public
transit system together with new Universities and schools. Secondly, the plan allowed for the
development of a new all-year round cruise ship terminal with improved facilities and accommodation.
Lastly, and most significantly, the focus of the plan was a new island laid out as a new financial
centre to once again give St Petersburg a national significance in Russia’s economic life as a new
trading hub. The location of the island took advantage of deeper water thereby minimizing excavation
for the buildings and their infrastructure; whilst the architectural composition provided a dramatic
symbol of the City’s renaissance, whilst protecting its historic core.
